Preheat the oven to 425°F.
Line a baking sheet with parchment paper. Rub potatoes with olive oil, salt, and pepper. Bake for 40-45 minutes, until soft. Once potatoes are cooled, peel, mash and set aside.
In a large pot, heat 1 Tbsp olive oil on medium heat. Cook onion and garlic until translucent, about 5 minutes. Add butter and melt completely. Stir in flour until mixture is lightly browned.
Stir in chicken broth and cream cheese until smooth. Blend in mashed potatoes, salt and pepper and let simmer for about 10 minutes.
Serve immediately, and garnish with shredded cheese, crumbled bacon, chives and sour cream.
